Minn. Stat. 65B.49. - Uninsured and underinsured motorist coverage are both mandatory in Minnesota at $25,000 / $50,000 each. - Minnesota is a no-fault state. Every auto policy must include personal injury protection (basic economic loss benefits) of at least $40,000 per person: $20,000 for medical expenses and $20,000 for non-medical losses such as lost income and replacement services. Minn. Stat. 65B.44. - To sue another driver for pain and suffering in Minnesota, an injured person must meet the tort threshold: more than $4,000 in medical expenses, or permanent injury, permanent disfigurement, death, or disability of 60 days or more. Minn. Stat. 65B.51. - Minnesota uses modified comparative fault: a person can recover only if their fault is not greater than the other party's, and the award is reduced by their share. Minn. Stat. 604.01. - About 11.3% of Minnesota drivers were uninsured in 2023 (Insurance Research Council), compared with 15.4% nationally. - Full-coverage auto insurance in Minnesota now commonly runs over $2,000 a year. - Hitting a deer or other animal is covered under comprehensive, which is optional. Swerving to avoid one and hitting a car or object is typically a collision claim. Hail damage to a car is also a comprehensive claim. - Winter slide-offs into other cars or objects are collision claims; liability pays for damage to others. - Rideshare drivers in Minnesota need a rideshare endorsement or TNC coverage, because personal auto policies may exclude the time the app is on. Minn. Stat. 65B.472. - Minnesota allows credit-based insurance scores for auto and home, with limits: credit can't be the only underwriting factor, and policyholders can request re-scoring up to twice a year. Minn. Stat. 72A.20. ### Wisconsin auto - Wisconsin is an at-fault state. Minimum liability is $25,000 / $50,000 / $10,000. - Uninsured motorist coverage is mandatory in Wisconsin at $25,000 / $50,000 (bodily injury only). Underinsured motorist coverage is optional; if purchased, the minimum is $50,000 / $100,000. - Medical payments coverage must be offered in Wisconsin but is not required. - About 15.6% of Wisconsin drivers were uninsured in 2023 (Insurance Research Council). ### Minnesota home - Minnesota home insurance premiums have risen faster than almost anywhere in the country since 2023. - Hail and severe storms are Minnesota's biggest property loss driver. 2022 was the state's costliest storm year, with $6.3 billion in property damage, and the August 11, 2023 hailstorm alone caused more than $1 billion in damage (Minnesota Department of Commerce). - Many Minnesota homeowners policies now carry wind and hail deductibles of a flat amount or 1–2% or more of the home's insured value. A 2% deductible on a $400,000 home is $8,000. - Under a 2024 Minnesota law, an insurer moving a policy to a percentage weather deductible must give 60 days' notice with a worked dollar example and must offer at least one flat-dollar deductible option. Minn. Stat. 65A.29. - Roof coverage in Minnesota is shifting toward actual cash value (depreciated) settlements on many policies, so the roof terms are worth checking at every renewal. - Standard homeowners policies generally cover burst pipes from freezing, ice dam water damage, and the weight of snow and ice, usually as long as reasonable care is taken, such as keeping the heat on. - Sewer and drain backup is not covered by standard homeowners or renters policies, or by flood insurance. It is available as an endorsement. - Minnesota insurers must give 60 days' notice before nonrenewing a homeowners policy, stating the specific reason; 30 days' notice for a mid-term cancellation; and 20 days for nonpayment. After a policy has been in force 60 days, it can be cancelled only for specific reasons such as nonpayment or fraud. Minn. Stat. 65A.01. - An inquiry that does not result in a paid claim can't be counted as a claim or used alone to surcharge a Minnesota homeowner. Minn. Stat. 65A.29 and 65A.285. - Minnesota insurers must offer a premium discount for homes with roofs built or retrofitted to IBHS FORTIFIED standards, effective January 1, 2024. Minn. Stat. 65A.298. - The Minnesota FAIR Plan offers property coverage for owners who have been cancelled, nonrenewed, or can't find coverage in the private market. - In Wisconsin, insurers must give at least 60 days' notice before nonrenewing a homeowners policy. ### Flood - Standard homeowners policies do not cover flood. Minnesota requires insurers to send an annual notice saying so. Minn. Stat. 65A.302. - NFIP flood insurance covers up to $250,000 for the building and $100,000 for contents on a residential policy, usually with a 30-day waiting period. Private flood policies may offer higher limits. - A large share of flood claims come from outside high-risk flood zones, and one inch of water can cause roughly $25,000 of damage (FEMA). - Spring snowmelt can push the Mississippi and Minnesota Rivers into flood; Saint Paul declared a local flood emergency in April 2023. ### Condo - Minnesota condo associations must insure common elements and units at full insurable replacement cost, excluding owners' interior improvements such as flooring, cabinets, and appliances. Associations may assess the master policy deductible to the affected unit owners. Minn. Stat. 515B.3-113. - Under Minn. Stat. 65A.3025 (effective August 1, 2024), the HO-6 policy in force at the time of the loss pays a loss assessment; if the unit has sold before the assessment is charged, the policy in force when it is charged pays. Rising master-policy deductibles are why HO-6 loss assessment limits matter. ### Renters - A landlord's policy covers the building, not a tenant's belongings. Renters insurance covers personal property and liability. - The Minnesota Department of Commerce estimates renters insurance costs about $15 to $30 a month. ### Landlord - Rental homes are usually insured on a dwelling policy such as a DP-3 rather than a homeowners policy. - Eagan requires a rental license for single-unit and multi-unit rentals, with inspections on roughly a three-year cycle. ### Life - Block Agency quotes term and permanent life insurance. Ask the agency about the financial strength ratings of the insurer behind any policy it recommends. ### Business - Minnesota requires all employers to carry workers' compensation insurance or be self-insured, including for part-time workers, with narrow exceptions. Minn. Stat. 176.041. - Business vehicles in Minnesota must carry no-fault coverage plus at least 30/60/10 liability and UM/UIM. - A business owner's policy (BOP), which bundles property and general liability for small businesses, is not legally required but is common. ### Motorcycle - Motorcycles are excluded from Minnesota's no-fault system. Owners must carry liability at 30/60/10; personal injury protection is not required for motorcycles. Minn. Stat. 65B.48. - Minnesota requires helmets for riders under 18 and anyone on an instruction permit, and eye protection for all operators. Minn. Stat. 169.974. - Minnesota's riding season runs roughly April through October, so lay-up or storage coverage is a common option. ### RV and boat - Minnesota has more than 800,000 registered boats and among the highest boat-ownership rates in the U.S. (Minnesota DNR). - Boat insurance is not required by Minnesota law, but lenders and marinas may require it. - Motorhomes are registered motor vehicles in Minnesota and need the same no-fault, liability, and UM/UIM coverage as cars. ### Regulators - Minnesota Department of Commerce, consumer services: 651-539-1600, or 800-657-3602 toll-free in Greater Minnesota. - Wisconsin Office of the Commissioner of Insurance, complaints: 1-800-236-8517 (in Wisconsin) or 608-266-0103. ## Pages - [Home](https://blockagencyinc.com/): Agency overview, coverage lines, rate estimator, and answers to common Minnesota insurance questions. - [Get a Quote](https://blockagencyinc.com/quote): Free quote request for auto, home, or a home and auto bundle. - [Home Insurance](https://blockagencyinc.com/home-insurance): Minnesota homeowners guide covering hail and wind/hail percentage deductibles, roof coverage, ice dams and frozen pipes, sewer backup, and nonrenewal rules. - [Auto Insurance](https://blockagencyinc.com/auto-insurance): Minnesota auto guide covering 30/60/10 liability, no-fault PIP, UM/UIM, the tort threshold, deer collisions, winter driving, and Wisconsin differences. - [Flood Insurance](https://blockagencyinc.com/flood-insurance): Why homeowners policies exclude flood, NFIP and private flood limits, the 30-day wait, and spring snowmelt and river flood risk in the Twin Cities. - [Condo Insurance](https://blockagencyinc.com/condo-insurance): HO-6 coverage for Minnesota condo owners, the association master policy boundary, and loss assessment coverage under Minn.
